Why do you use 'h3' for your sub-headings?

Because it’s very important for accessibility reasons. If someone is using a screen reader, the screen reader will look down the page and try to understand the structure based on the headings (h2) and sub-headings.

So would you use h4 for any headings on the next level down?

Yes, that’s correct. Any headings that sit below an h3 heading would be h4.
